Can you buy recreational weed in Virginia Beach?

Not yet. Adults 21 and older in Virginia can legally possess up to 1 oz in public and grow up to 4 plants per household, but no licensed adult-use stores exist yet. Under House Bill 30 (the 2026–28 state budget), regulated retail sales are set to begin on July 1, 2027. The Cannabis Control Authority (CCA) plans to start taking retail license applications on February 1, 2027, for up to 350 stores statewide.

Until then, the only legal cannabis stores are medical dispensaries licensed by the CCA. The CCA list has 1 in Virginia Beach: Zen Leaf Virginia Beach at 535 North Birdneck Road.

To buy at a medical dispensary, the CCA says you must be a Virginia resident (permanent or temporary), be 18 or older or have a parent or guardian’s consent, have a valid government ID, and hold a written certification from an eligible practitioner (a physician, physician assistant, or advanced practice registered nurse). A certification can be valid for up to one year, and the dispensary scans its QR code at the counter.

Shops selling "THC" products without a CCA license are not dispensaries. Since August 15, 2026, a product with more than 2 mg of total THC per package cannot be sold as hemp in Virginia. The CCA takes reports of suspected illegal sales at 1-844-WEED-TIP.
